Citation needed

This morning someone happened to mention that there is a law stating that putting a stamp on an envelope with the Queen's head upside-down constitutes treason. My first reaction was: obvious urban myth, innit. But a quick Google failed to find anyone who has done the research to prove it either way (although it did turn up several people trotting it out including the BBC page linked above, which doesn't cite any sources although it does claim that "several examples of laws from the survey which we have been unable to verify … have been removed").
